Can CSV files created from VCF be imported into Outlook without issues?

Yes,​‍​‌‍​‍‌​‍​‌‍​‍‌ CSV imports are recognized by Outlook. However, the difficult aspect is mapping. Specific column labels such as Given Name, Surname, Email Address, etc. are required by Outlook. If your CSV file has non-standard headings, Outlook will relocate some of the data and omit the rest. I had a situation where I converted VCF files manually, and Outlook mixed business phone numbers with home phone fields without my knowledge. After that, when I used Softaken vCard to CSV Converter to convert VCF to Outlook CSV, the mapping was much cleaner. Nevertheless, manual adjustment is still possible in Outlook's import process guide, so you should be mapping screen instructions carefully. It is also useful to delete empty columns from the CSV file before uploading. A properly formatted CSV makes the whole process easy. The biggest problems are almost always due to incorrect field names rather than the CSV itself. If you check them twice before importing, Outlook will do the ​‍​‌‍​‍‌​‍​‌‍​‍‌rest.
